# California Prop 65 Compliance Course (Electronics)

Prop 65 compliance for electronics makers: the chemical list, safe harbor levels, exposure assessment, warnings, short-form labels and online sales.

A charging cable warns for phthalates. A gaming controller warns for lead in a solder joint nobody will ever see. A pair of wired earbuds warns for nickel in the plug. None of these are exotic products, and almost nobody in the supply chain that put those warnings there can explain exactly why they're required — or, just as often, why a nearly identical product from a competitor carries no warning at all. That gap, multiplied across a full electronics catalog, is where real legal exposure lives. This course teaches California's Proposition 65 from first principles to complete practical compliance, built specifically for electronics manufacturers, importers, and sellers. It starts with the legal framework itself — the Safe Drinking Water and Toxic Enforcement Act of 1986, Title 27 of the California Code of Regulations, and the two-tier public and private enforcement system that makes this law behave unlike RoHS, REACH, or anything else in a typical compliance stack. From there it builds the chemical picture specific to electronics — lead, cadmium, phthalates, nickel, brominated flame retardants, BPA and its newly listed successor BPS — and the exact safe harbor math, NSRLs and MADLs, that determines whether a warning is legally required at all. The course then covers testing methodology, the exact content and format of a clear and reasonable warning, and — the reason "2026" is in this course's title — the short-form warning overhaul: the chemical-naming requirement that took effect January 1, 2025, the hard January 1, 2028 compliance deadline, the sell-through allowance for existing inventory, and the 2026 Omnibus rulemaking package currently under public comment, including its proposed QR code warning option and updates to electronics-specific and internet warning pathways. E-commerce and marketplace obligations, supply chain and component-level documentation, exemptions and defenses, and real enforcement and litigation mechanics — the sixty-day notice, the Certificate of Merit requirement, settlement structure, and civil penalties — round out the practical core. Every module ends with a knowledge check, and the closing modules deliver a complete, realistic end-to-end walkthrough of a composite electronics company building its program from scratch, the common mistakes and edge cases that trip up even careful teams — expired short-form deadlines, over-warning and under-warning, refurbished and closeout inventory, private-label confusion — and your own thirty, sixty, ninety-day compliance action plan. Built on Krono's regulatory database and current 2026 guidance, covering the amended short-form warning regulations, the December 2025 chemical listings including Bisphenol S, and the 2026 Omnibus proposed rulemaking package. This course contains the use of artificial intelligence for asthetic purposes.

## What you'll learn

* Calculate exposure against NSRLs and MADLs, and know which lab methods actually test for which chemicals
*   Write a fully compliant long-form or short-form warning, including the 2026 chemical-naming requirement
* Navigate the short-form warning transition to the January 1, 2028 deadline and the 2026 Omnibus rulemaking package
* Build supplier material declaration requirements and a defensible chemical documentation trail
* Respond correctly to a 60-day notice, and build a real compliance program with named ownership and a recurring calendar

## Requirements

* ·No prior Prop 65, legal, or chemistry background required — the course builds every concept from first principles
* ·A working knowledge of your own product's bill of materials and supplier relationships is helpful but not required
* ·Manufacturers, importers, private-label brands, compliance and quality teams, and e-commerce sellers will all benefit

* Explain why Prop 65 is a warning-and-disclosure statute, not a ban-and-limit regime like RoHS or REACH
* Classify any electronics product against the four scope gates and know exactly who in your supply chain is liable
* Identify the chemicals of concern that actually show up in cables, batteries, housings, connectors, and circuit assemblies
