# India BIS QCO Compliance Course (2026 Expansion)

Navigate India's expanded BIS Quality Control Orders: which electrical appliances are covered, IS 302 safety, CRS for electronics and FMCS for foreign makers.

A shipment of commercial dishwashers arrived in Mumbai in October 2026 without a BIS ISI mark. The entire consignment was stopped at customs. Demurrage accrued for three weeks while the importer scrambled for options. There were none — the product had no BIS licence, the manufacturer had no Authorised Indian Representative, and the applicable standard, IS 302 (Part 1):2024, had never been tested against. The shipment was returned at the importer's cost. That is not a rare story. It is the ordinary result of treating India's Quality Control Order expansion as someone else's problem until the deadline arrives. India's Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026, published in the Gazette of India on 6 April 2026 and effective 1 October 2026, makes BIS Scheme I ISI mark certification mandatory for 90 categories of household, commercial, and similar electrical appliances. It supersedes the QCO 2025. The applicable standard is IS 302 (Part 1):2024, aligned with IEC 60335-1:2020, with product-specific Part 2 standards for each category. The implementation is phased: large and medium enterprises from 1 October 2026, small enterprises from 1 January 2027, micro enterprises from 1 April 2027. The penalty for non-compliance is market seizure, customs rejection, fines up to INR 5 lakh per offence, and criminal prosecution for repeat violations. This course teaches the full India electrical and electronic product compliance picture from first principles to ongoing licence management. It covers the legal framework behind Quality Control Orders and the BIS Act 2016, how to map your specific product to the right compliance regime — the 90-appliance QCO 2026, the 43-category Compulsory Registration Scheme for IT and AV equipment, or the Omnibus Technical Regulation covering 400+ machinery categories — exactly what IS 302 (Part 1):2024 requires and how its Part 2 family of product-specific standards works, the full Foreign Manufacturer Certification Scheme process for overseas manufacturers seeking Scheme I ISI certification, the Authorised Indian Representative role, how testing at NABL-accredited BIS-recognised laboratories actually works, the Manakonline portal end to end from account setup to licence grant, what the BIS factory audit looks like and how to prepare for it, ISI marking requirements for product and packaging, and the post-licence obligations — annual renewal, surveillance, market sample testing, and how to handle product changes without losing your licence. The final modules walk a complete worked example, a commercial dishwasher, from product scoping through Gazette verification, lab testing, Manakonline application, AIR appointment, factory audit, and first compliant shipment, before closing with a concrete phased action plan and compliance calendar you can apply immediately. Common failure modes are treated as they arise throughout the course, not collected at the end where they're too late to be useful. Built on current 2026 regulatory data including the QCO 2026 Gazette notification, Manakonline portal updates effective June 2026, the IS/IEC 62368-1:2023 transition for CRS products, and the Omnibus Technical Regulation implementation timeline.
